chirping - just chose a subject for the challenge, and set the time of the deadline. At the end, You'll chose the winner, at your incontestable discretion. Usually only new picture can be considered, but old pictures are allowed to be posted.
You could want to promote the challenge with a dedicated picture - if you wish!

there is no difference between challenge and Mugdots challenge, the latter is a challege started by a TDer named Mugdot.
